Difference between commercial and agricultural property.

I have recently purchased an acre plot of land which was registered as agricultural land. It was part of a whole lot divided up and sold off by the farmer. Originally, we were told by the farmer that it was Commercial land, however, when registered at the land registry, I discovered it is, as explained, agricultural. The adjacent owners believe that their propertys should be commercial land. Does anybody know how to go about changing the land from agricultural to commercial property. The land registry arnen't very helpful with this issue.

I could be wrong, but surely it's a matter of planning and therefore you should try talking to planning department at the local council.
