Does anyone know the title of the song used on Emmerdale. when they were interviewing everyone about the fire started by Victoria.

The first line is:-
All around me are familiar faces.

Ive also heard in on Judging Amy, but I cant find any details of it anywhere.

Yes indeed it was Mad World originally recorded by Tears for Fears. It was used in the film "Donnie Darko".
