Dog constantly licks paws

My 4 year old beagle is constantly licking his paws. He also likes to chew his nails, even though they have been cut. The licking keeps me awake because he just doesn't seem to stop. HELP!!! what do I do?

Dogs often chew their nails when they are stressed and bored. Is he getting enough excercise?
Also, it's not uncommon for dogs to have obsessive behavior "built in" just like some humans. Your vet may be able to suggest a prescription to help, or if you want to go another route I know that there are pet psychics!
This behaviour is called Lick Granuloma. Lots of dogs do this and it is not usually connected with anxiety or boredom. Ther is often an irritation beneath the skin which is not always visible & manifests itself eventually as a small scab which often leaves a bald patch in the area.
