Where does the phrase 'Only fools and horses' originate from, is it part of a longer phrase or just made up by John Sullivan for the tv series?

The saying "Only fools and horses work" certainly predates the TV sit-com. But it is doubtful if there is any authenticated origin for the term; though one website says that it was invented about 100 years ago by an Australian horse racing character called Jim "The Grafter" Kingsley, also known as "The Big Walrus"!
john sullivan first used the term 'only fools and horses' for the title of an episode of citizen smith (which he wrote)
