Comedy film

I remember seeing a Czech (?) film in B&W (?) on TV some years ago that took the mickey out of government or local dignitaries or some such (my memory is hazy). But I remember one scene of two people talking in a cafe. While they conversed in front of the window, a bicycle passed by on the road outside. It was a ten-seater tandem! I don't think it had abnything to do with the plot - just a surrealist image. Does anyone know the film's title? I would like to obtain a DVD of it if possible.

I was told it was the Firemen's Ball but I have recently purchased a DVD of this film and it is not the one!
