car damaged in uni halls of residence car park

i park my car in my permit holders only halls of residence car park. There is severe scratches and paintwork damage down the passenger side of my car - as well as green paint (my car is silver) that has obviously come off the offending vehicle. For the past few days a car the colour of the paint i have found has been parked next to me and is obviously responsible for the damage.
Is there a way of claiming my costs of repair back from them? It is not minor damage. I'm not sure if there is CCTV covering the car park

I would find out who operates the cctv system and politey ask if they have any video or pictures of the time the damage happened. I'd not leave it too long as some operators wipe over the tapes/ hard drives on a weekly basis.
Fact is without evidence or witnesses you don't really have a case against the other car driver. Have a talk to your insurers too, they may be able to offer some advice.
