Band F to Band G mystery

I have found out that the only reason my car has crept into the Band G Vehicle Tax (Gas Guzzling. Anti Social etc..) is because the previous owner who had it from new had ordered it with a different diameter wheel and tyre size specification. The Normal Spec would put it in Band F.
Does anyone know how slightly bigger wheels and tyres makes the CO2 emission go from 222 gm/km to 229 gm/km ? My reasoning would seem to think it would be better not worse ?

At present I am happy to accept it but if the Government are going to increase Band G by �100 this year, �100 next year and probably �100 the year after I may as well join the save the planet happy clappies and buy a Euro Box running on chicken manure or something.
