Depends what type of television you mean.The 1st mechanical set was by John Logie Baird. The television as we know it (with a tube) was invented by an American whose name escapes me at the moment, but someone will provide it soon.

John Logie Baird of Scotland did some early work using a cathode ray tube, while over in the US, Philo Farnsworth was working on a similar project.  The whole "who invented TV" question generally opens a can of worms among purists, but most agree that Baird was the first to transmit simple face shapes on a mechanical TV, and Farnsworth was the first to electronically transmit television signals.
