cell phone trouble

my cell phone wont turn on i try to turn it on but it will say hellomoto and then turn right back off i recently got a new charger for it because my old one broke and now it is doing this . when i plug it in it will flash sort of and make a weird noise i showed my sisters bf because he works at a phone place and he said it was the battery but it does the same thing if i plug it in when it has the battery in or out of it..

It will do the same thing whether the battery is in or out because it doesn't recognize that there's a battery installed. Trust your sis's bf. The battery's dead and needs replacing.
