Christmas Film

I'm trying to find the name of a film - this is the rough scenario...

It's set just before Christmas in an American city and is about someone who keeps planting bombs and there is a detective frantically trying to solve the case.

I remember that a bomb is planted in a toy store and the detective has to check all these teddy bears to see which one has the bomb.

Think it's late 80s/early 90s and think I saw it on Channel 5.
