What is the need for an operating system to have a command language interpreter?

and can someone give me some examples of processes which can be initiated by a user and which are then carried out by the OS?

If you type "batch file" into the search box at the top of the page and select to search this site, you will find many examples of the convenience of being able to enter command-line instructions, and examples of what some of the instructions are.
Ones that spring to mind are Del, Dir, Copy, Md, Cd, Ping...
