do i need to soak oasis for a dried flower arrangement

you need a different type of oasis. ie not the green stuff. It's usually more of a sivery grey or brown colour and feels very different. I think you'll struggle to use the green stuff for dried flowers if you don't wet it, but if you do wet it your dried arrangement will go mouldy.

PS. The stuff you want is called 'dry foam' I think oasis is a brand name for a type of 'wet foam'.
