A kitchen can only be an access room
to a conservatory or utility room provided these inner rooms have suitable emergency egress windows
to habitable rooms, where the kitchen and inner room is on the same storey and the kitchen is part of an alternative escape route leading to its own final exit
(note stairs cannot discharge into kitchen; or hallway if kitchen is part of hallway from a different storey)
So it cannot be done.

Sometimes in older properties there is no other option but to put stairs in the kitchen so therefore it can be done but may need building regs. contact your local planning office and arrange for someone to come and have a look, it won't cost anything, and it may just come down to common sense if or not you are allowed to carry out the alteration. Buiding regs are not set in stone as I have found out on many occations.
