I've not come across this problem before I'm afraid but if you're getting exactly the same problem on two different PCs then the problem almost certainly has to either be with their website or your specific account settings. (Either your bank internet helpline aren't bothering to follow basic troubleshooting procedures or they don't believe you when you say it's happening on 2 different PCs.)
Do you know anyone that uses the same bank as you? If so get them to access their account online using your PC. If they can access their account OK then you have the evidence you need to go back to your bank. (If they can't then the bank may have a point but it could still be down to the Windows operating system or the version of browser you're using - the bank should give you the minimum specifications needed to use their site.)
If you don't know anyone that uses the same bank then I would still go back to your bank & ask them to explain to you how it could possibly be you causing the problem if you're getting exactly the same symptoms on two different computers. You have my sympathies though - if they're anything like my bank internet no-bl00dy-help-at-all-line you probably feel like you're banging your head against a brick wall. Good luck!
If other customers have had the same problem then really they should be working to find a solution. If they can't/won't be @rsed that says a bit about what they think of their customers. If it comes to that it might be worth looking into switching banks (and letting your current bank know this).
