Smoking in hotel rooms

I have just come back from a weekend in Blackpool and the rather old fashioned hotel we stopped in had smoking rooms. I thought this was illegal does anyone know if this is the case or not? Our particular room didn't smell of smoke but further down the corridor it stunk disgusting. When it was raining one night lots of guests were smoking in the porch as well which I know is illegal not that I blame them but the hotel staff turned a blind eye

As Whickerman states, it's perfectly legal to have designated smoking rooms in hotels, as long as these are clearly indicated:

Smoking in the porch is not necessarily illegal. The law only relates to premises which are either 'enclosed' or 'substantially enclosed'. There are precise regulations detailing measurements but, as I assume that you don't carry a tape measure with you on holiday, these illustrations show structures where smoking isn't allowed (on the left) and where it is (on the right):
