Check the element in the pollen filter, in case it is wet.
I have had two old Astras over the years which have had windscreen replacements. Each time they didn't push the mouldings back firmly into place, so a little of the water coming off the screen went into the ventilation system.
If the pollen filter is damp it will not only make the ventilation asthmatic, but will add moisture to the air you are trying to dry the windows with.
Even if it is dry, consider running the ventilation without a pollen filter during the winter months.

thank you all for all your help. the car doesnt have air con. i dont even think it has a pollen filter? it is a vw golf mk2 1987. i have had 10 of these and every one has done it. on each one, i resealed (properly) all the door membrane/sheets/skins, bypassed the heater matrix (as this was a recall/fault on all mk2 golfs) and still it steams up, and freezes up. i think il never get to the root of the problem, which is why i have asked the best way to clear the windows? im presuming opening all windows, doors if poss, and putting the blower on windscreen on cold when i get to the car in a morning will help? or should it be on hot? and/or is there anything else that will help? everywhere in the car, even under the carpets in bone dry)
