For more on marking an answer as the "Best Answer", please visit our FAQ.Below and to the right of "start" you will see a vertical bar. Hover the mouse over this until a double headed arrow appears. Left click and drag this up a little and it should go back to normal
When you have it as you want you can lock it in place. Right click in the taskbar and you get the option to do this
If the other answer didn't work please right click within the tasbar and make sure the "lock the taskbar" isn't checked. If it is click on it. Then simply hover over the top of the taskbar until you see the vertical double headed arrow and drag it back down to where it should be. Failing that, do a System Restore to a date when it suited you.
