If he doesn't accept this then get rid of him - you are worth more than this and should make sure the first time is special and you do it because you want to not because you are pressurised into it. There is plently of time ahead of you, what's the rush. Have respect for yourself and your body and the boys who are worth it will respect you too. Hope this doesn't sound too harsh, but I have a daughter of your age and this is exactly what I would tell her, do you have an older sister maybe to talk to or otherwise I know it's embarassing, but please talk to your mum. If after all has been said and you still go ahead with it, please be sensible and take precautions
why do you think it is against the law to have sex if your under 16? you should wait until you are 100% ready yourself, or you may wish you saved yourself for some one truly special, don't rush in to anything just to please some one else. oh and don't feel embaressed if all of your school friends say that they have already had sex because chances are they are telling fibs, and they will only get branded horrible names when they are older any way. (sorry for waffling on!)

Your virginity is precious (you can roll your eyes) I am 21 and I have been there - just tell him to wait and although it is always said it is true - if he at all cares about you he won't pressure you or ask you again. He will wait until you are ready.
If he does try to push you - the best thing to do is tell someone. Never give in to pressure.
