They are used to define areas for crop spraying.

I work for a company that specialises in the environmental assessment of cross-country pipelines and I am reliably informed that they mark underground pipelines - specifically major changes of direction. Orange hats indicate gas pipelines, white with a black stripe = oil. They allow helicopters to follow the route.
