Does anyone remember a Saturday morning show (i think) that was set in a house and they were always making things and learning about things i want to call it wise up but i know that came much later? It was presented by kids for the kids?

are you thinking of "why don't you"...? it was always on during the school holidays and the song at the beginning was " whyyyyyyyyy don't you, whyyyyyyyy dont you, whyyyyy dont you switch off your television set and go and do something less boring instead?"...  which kinda defeated the object but hey...

no don't think so i just think the name will jump out at me if someone says it i think the theme music might have involved whistling?

I think You must mean "Why Don't You?" - It wasn't on on Saturday's though but during school holidays.  It always went to different towns - sometimes it was filmed in Ireland, another year Scotland and once it was filmed in Newcastle - and there is old clips of Ant from Ant and Dec because He worked on it
I remember "why don't you" but can't remember Dec being on it. I know a bunch of kids done it? 
Dec wasn't on Why don't you? - It was just Ant and then they both worked together on Byker Grove
