how does a touch light work, can it be repaired

Its an electronic circuit which when you contact it changes its capacitance of and so operates a switch action.Unless it's of great value and you are prepared to spend a fairly heafty fee I doubt you will find anyone prepared to repair at an economic price.What you need to do is find a keen amateur electronic kit builder or maybe a sympathetic radio/tv repair man.

Thanks for reply, it would seem that an earlier solution to the problem was the best thing to do. i.e.take out the bulb and ditch the rest.
