The BBC website has some good info on average conditions. If you are in a city ( eg Sing, HK, Bangkok) there is plenty to do despite the rain and it can be part of the experience to walk out of a bar into 3 feet of water
Depends very much on the country you mean in SE Asia. If you are looking at Thailand and Malaysia then the west coast is wet at this time and the east dry. Vietnam, Laos and Cambodia, Canton region of China and Borneo are also wet around this time. As mentioned above this does not greatly effect city visits as there's loads to do. It will depend on what you want from the holiday, rain in Asia does not stop you going places and seeing things but it would ruin a beach holiday. The best thing about rain in Asia is that it buckets down and gets it over and done with so you may only lose part of a day.
