they should make smokers wrap up their smoke and take it away and dispose of it afterwards, lilke they do dog owners.

That would also prove unforceable, however. Are they suggesting you should have a licence slug round your neck while you smoke? Maybe they could brand you?

That's lovely! I had a blether with my mum earlier on, she was asking me if i had a bird and lecturing me about sleeping in for work. She had a bit of a senior moment too, was trying to say that my last relationship lasted 6 months and it only lasted 6 weeks! lol! I was in stitches had to remind her it's February and she hadn't even been drinking, as she just got back from a romantic break to Norway and it costs �60 a bottle of wine at a restaurant and �30 for burger and chips!

point is yes i'm a stupid person for spending a fiver a day on something thats gonna make me sick but its my right to be stupid. this ideas purpose is just to make life difficult for the smoker and hope they'll be too lazy to get a licence

Ya gotta laugh- the �10.00 they are thinking of charging wont even cover the cost of the paperwork involved, not to mention the people they'll need to employ to process it either- utter rollocks!

Oh yes, and another thought....who exactly is going ot check to see if we have this permit thingy? The police? Spiffing! No lets not catch burglers- lets stop random folk and see if they have a smoking permit.
