My friend is having trouble sending e-mails. The message appears as 'sent' and is shown in the 'out' box but the e-mails do not arrive. The e-mail address is correct, how can this be??

The problem is either with the sender or the recipient. Try sending an email from your friend to a different email address. If it fails to arrive, the problem is probably with your friend.
Alternatively, send an email from a different client to the offending email address and if it fails to arrive, the problem is probably with the email address.

I amy be wrong here, but I thought that if something is showing in your outbox, then it has not yet been sent. If an email has been sent, it will appear in your sent box.
To me it sounds as though you are only sending them to your own outbox.
Try sending the from your outbox and see if they then appear in your sent box.

OE and Outlook can be configured to send each e-mail immediately, or to place them in the Outbox for sending later.
As TEAK36 says, if they are in the outbox they have not been sent, which probably means that the e-mail client is configured for deferred sending. If this is the case, you need to click the Send and Receive button in order to actually send them.
You can switch between immediate and deferred snding as follows:
Click Tools/Options
Select the Send tab
Check or uncheck the "Send messages immediately" option
