does anybody have a right to hold my passport? And if not who can help me to secure my passport from such a person? What steps should I follow

Only a customs officer, never give in your passport at a hotel desk, I had one hotel who said I must but I refused and made them make a photocopy.

no one should touch your passport or take it out of your sight. if the hotel wants a passport say you will make a copy for them. the only other person who can hold your passport is immigration and customs - this is so you cant leave the country but you know its safe with them and they arent out making a copy or using it as a forgery.

It belongs to the Crown, you don't even own it yourself. You couldn't go to court and demand to have it back as your own property, however if someone had taken it (I have seen a friend's disgruntled wife do this), you can contact the Customs and Excise or the Police and they can force the person to return it. They may be arrested for breach of the peace.

Since it's not yours, you do have a duty to protect it.
