Static or moving patterns of discernable light and dark stripes have the same effect as flashing lights because of the alternation of dark and bright areas. The danger depends on how many and how contrasted the stripes are in the visual field. The consensus recommends no more than five pairs of stripes if they are moving within the field of vision and no more than eight pairs if they are static. About 30 percent of individuals sensitive to lights are also sensitive to patterns.

It's the clashing of the sticthing / weave etc with the dots or pixels on the screen . In the "old day's" it usually caused the sound to have a loud buzzing sound as well .

you just about answered your own question
scan finishes the job ... as long as you can see the pattern any stripe (houndstooth is good as well) - will strobe (aka scintillation) when it's the magic distance from the camera - hd will just change the distance .... not stop the effect
an excellent way to duplicate (fnah!)
is to take a stocking ...... actually two .... black is best
propper nylons if you have the choice
stretch them tight and look through both layers at the telly (this will maximise the effect .... it will happen anyway in a decent light).
