As the Islamic calender is based on the moon and therefore flawed, ie the year is short by 11 days, when Ramadan reaches the Summer in approx 2013, will the muslims near or in the Arctic circle effectively starve themselves to death?

Actually Islam is very understanding about ramadam.
There are a whole list of exemptions the infirm, breast feeding, travellers etc

Ramadam is a stupid, pointless and extremely unhealthy custom. It has been held in mid summer in Australia for several years and I shudder to think of the amount of kidney damage sustained.
Those who indulge mistake delerium induced from lack of food and water as some kind of religious experience. Anyone who has ever fasted will understand. But to not drink water in 40 degree heat is foolish and dangerous.
The Sufis have a much simpler and less damaging tradition. They spin around until they get really giddy to make theselves think they are receiving spiritual enlightenment.
