fence land dispute

my neighbor put his fence 1 foot on his property with a gap under it. I put bricks on my side to keep my dogs in and he pushes them back and says thats his property.is this legal,what can i do

Put your own fence up, just a few milliametres to your side of the boundary. Unfortunately it is your job to keep your dog in, not his.
If your bricks are blocking off the fence that, from what you have said about the fact that his fence is 1 foot from the boundary, then you are putting them on his property and he has the right to complain.

Putting a fence up is unfortuntely going to cost you money. is therfe nothing else you can do? Planting bushes is hardly going to be short term solution but could work in the long run.
Check your title deeds as there may be a covenant requiring one or other or you to maintain a fence along that boundary
