I've never heard of this, but it is patently a scam because you seem to be able only ever put more money in. Just stop putting any money in now - you are never going to see any of it again.
And report it to the Office of Fair Trading.
What's the name of the site?

I play poker online and that sort of clause is pretty standard. Yes you get $50 for signing up, and $50 for recommending a friend, and $50 for being born on a Wednesday, but this is only available to withdraw after you have gambled $x on the site. Until that time it is only available to use on betting.

Their terms and conditions state quite clearly the rules on withdrawals http://www.harrysbingo.co.uk/html_includes/wit hdrawal_rules.php
