Look for ethnic restaurants and American diners....huge choice and huge portions. We had a wonderful Middle -Eastern meal for around a tenner each.
We ate mostly in delis, sometimes in TGI Fridays which was a little bit more expensive than the delis but still a lot cheaper than here.
We ate in a deli one lunchtime, had a (very large) slice of pizza, a slice of cheesecake and a bottle of water, and it all came to $11!
By they way, I'd recommend a 20% tip, but you do not tip in delis as you get your food at the counter and bring it to the table yourself
