How does one remove a programme completely from an Vista computer?

Click File (unless you are using Office 2007, in which case click Big Red Button).
In a similarly inspired piece of stupidity they changed the name of Add and Remove Programs, so that now we need to advise users:
Click Start/Settings/Control Panel and run Add Remove Programs (unless you are running Vista, in which case, click Start/Settings/Control Panel and run Progarms and Features)
Click File (unless you are using Office 2007, in which case click Big Red Button).

Thanks ianmunt went into Control Panel under Programmes and Features it listed all my programmes as you said.
The trouble is I cannot find the programme I want to un-install, but I have found it in Documents/Downloads.
Where do I go now please? I can right click and Delete but will this remove it completely?

there is no such prog ..... sounds like you have a copy of winrar ... which is what you should be looking for in the list
In the big red button ... just uninstall winrar as directed above.
however winrar is quite happy running as a standalone prog ... which sounds how you are doing the biz
(just to be safe look for C:\Program Files\WinRAR)
and in your downloads .... wherever it is
there is a file called uninstall.exe - just run that
