water
when i moved into my house i got charged for the previous owners water bill is this the normal????? as it is on a meter i thought the whole idea of a meter for water is on the basis you use it not the previous people please will someone tell me if this is right???

But i believe anyone has a seven year complaints system by the way i did tell the water board when i was going to move into the property......so i have records of payment and the date i moved in.....
It was the water board who told me they went on what the last years bill was to what mine was going to be And basicly tough.... probably another call centre who just tryed to fob you off....but the stress of moving and other sits in life i am only now finding out my rights thanks to web sights and which magazine
What you now appear to be implying is that the Water Company are ESTIMATING your next bill based upon the previous owner's usage. That estimate will be put right when the water meter is eventually read. You will of course get the money refunded eventually but one can understand that you don't wish the pay more than necessary upfront.
Personally I have always found water companies to be very helpful. Even when I was plagued by leaky ponds which i had to empty several tiumes to find the leaks the sewerage company refunded me based on previous readings. They have no wish to overcharge people. As BM says any over payment will be recalculated eventually. Even then they will change the direct debit to anything which YOU think is reasonable but be aware that this may result in an underpayment. If you have the reading for when you moved in they will not ignore that.
