Tubeway is incorrect. The EU agreed a Convention, ten years ago, which meant that a driving ban in one EU country would apply in all other member states. However, it has still not yet been ratified by all member states, so it has not yet come into effect.

As Pink-Kittens states, some (most? all?) countries have residence qualifications before you can obtain a driving licence in that country. However, once you've obtained it, you can use it to drive in any EU country except the one where the driving ban is in force.
