Naismith (anagram of "I shan't I'm"). Google Naismith and the word 'walks' and you'll get it on Wikipedia site.
11a Naismith - anag 'I shan't I'm' ..... Naismith's Rule - allow 1 hour for every 3 miles distance + 30 mins for everything 1000 ft of climbing ( or something similar ! )
Rhinogs - anag 'shoring'

Thank you both. Thought 19 was anagram of shoring so must have gone wrong on 22a.

One last one. 3d. could be a boundary rule overturned by Left. (4) ?a?l
Wall

Law (rule overturned = wal + L (by left) = WALL = boundary
Wall? Which is a boundary. If you overturn the word 'law' and add an 'l' for left.
