Context of 'on the QT'

I've never ever heard the phrase On The QT anywhere except on this site - is it a regionalism or have I just led a very sheltered life?

It was a popular expression during WW2 - I remember my parents using it, and I've used it.

And I recall a top shelf magazine in the 70s called QT, because its pronounced 'Cutie' and thats what they featured.

None of this is related to either the popular TV show called Q8 , or the petrol stations called Q8 (Kuwait)
