would giving small time offenders a public flogging be a better deterant than a month in jail or a fine?

MOST DEFINATELY ! I was a minor offender, drunk and disorderly, etc and the public flogging would DEFINATELY have been more of a deterrant than to be bound over to keep the peace and a fifty quid fine.
