Titles, honours and decorations are bestowed by the Crown (or Act of Parliament in the case of Life Peers) as part of the Honours System.

A "Lord" outranks a "Sir" within the Order of Precedence.

As to the website in the question, I suspect that the "Titles" are no more than a registered change of name, and in the case of the "Seated Titles", an entry within the Land Registry for a small packet of the website owner's land in this new name.
