Council Tax

Is council tax based on your income as well as the property, my wife is 61 and retired on pension credit and I am 62, part time on low earnings.
We have just had the bill for �1232 which we are going to find hard to pay.

Its just based on property but if youre on a low income you may entitled to some help with it.
