Exfoliating is removing dead skin from your body.  Hairs can get trapped underneath this layer and continue to grow.  You can use a rough brush with soap, or there are many creams and washes which contain gritty bits which  buff away the dead skin.

Laura-sakura is exactly right, my fave scrub is sugar and melon scrub from boots, it leaves your skin feeling lovely and smooth and smells good enough to eat though i wouldn't advise it lol.

You can use this all over your body apart from your face of course where you will need to a specific exfoliator designed for the face(less gritty and more gentle)
