Can contact someone who has bail conditions not to contact me?
I was assaulted by a now ex.
He is under bail conditions not to contact me for 4 weeks.
I want to contact him, a one off. I want him to know how I feel.

By contacting him (and effectively asking him to break his bail conditions) you'd also risk court action against yourself, either for contempt of court or for attempting to pervert the course of justice.
A letter might be safer, since the contact would definitely only be 'one way' but, if you can find out who his solicitor is, it might still be safest to send it via the solicitor.
The people at Victim Support will probably have come across this sort of situation before, so they should be able to advise you further:

Is this case likely to go to court ? If so you could ask for submit a personal statement to be read instead. This way you don't have to speak to him, but he will know how his actions have affected you.
I personally don't think speaking to him is a good idea - not only do you risk him trying to give you sob stories, and beg for your forgiveness, this could also be used by his lawyer if the case does go to court.
