Have you looked in the usual place for a thermostat i.e. on the engine side of the top large rubber radiator hose, inside the aluminium casting.I used to work for LDV as a toolmaker and in those days(1999) the pilot diesel engine was a Peugeot while the convoy diesel was a ford transit engine.

On the side of the engine theres a cover the size of a teacup usually three bolts in it.Its on the opposite side to the timing belt ,that is your thermostat cover.
