where can I get a t-shirt made from

I want to make my sister a t-shirt for her birthday
does anyone know how I can do this? are there any website or anything that can help me?

buy a plain t shirt and use glitter glue to make a design. I did this with my little girls bibs when she was a baby - Mummys Darling, etc etc etc !
