Is it true that RTV's can be put on either the flow or return side of the radiator, and can they be on the flow side in one room and the return side in another.

this is correct, but only those TRVs which can be fitted either end..  These have a directional arrow on them. when you fit the valve, simply make sure the arrow is pointing in the direction of the water flow whether you fit it to the Radiator inlet or outlet connection.

If you have a TRV which can only be fitted in one direction and you have it on the wrong end of the radiator, you may get noisy vibration as the valve starts to shut down when the room is warm enough.
