Our law systems often thwart justice anyway, and I wonder if they would arrest us for some trivialties instead of the guy who's actually causing problems for many people in the neighborhood?

If you break his fingers, I think you are likely to end up with a criminal record and possibly a jail sentance (depending on the county / state / country you are in).
Sadly, I think that it would be right for you to end up with a criminal record. You should not act as judge, jury and executioner. Who is to say what the appropriate punishment should be - not you, as an interested party. I did say sadly, as I have a lot of sympathy for your situation and your frustrations.

I exaggerate saying I'd break his fingers, but if he does come back, and he breaks the window again is that treated the same as if he were in our house - meaning throwing rocks at him or whatever would be considered self-defense? Or would it be considered assault?
I recall you are in the US? If so, it would depend very much on State law - in certain Southern States you could probably deploy a fearsome array of weaponry. Also I guess it might depend on where the car was parked - on your property, in another private place or on the public highway.
Do you know this clown's parents or have any contact with them? Is it likely to become a bigger problem for you in you get into conflict with them - neighbourly disputes can become pretty horrible.
If you threw a rock, you risk hitting your own car (bad), or making him angry enough to hit you (very bad). Perhaps have a camera ready to take photos and present as evidence to the Police?
I had a caravan vandalised a while back and the advice from the police was that as long as there were no witnesses I would be as well dishing out my own brand of justice.
Saves time, money, and paperwork was their attitude. Just don`t get caught.
