Council Right to Buy

I am buying my council flat with my ex partner who no longer lives with me. We have to purchase jointly as both our names are on the tenancy. We have just got the mortgage and will buy as tenants in common.I will put in a trust deed that I own 99% and am paying the mortgage and all costs of the purchase.I will pay my ex some cash as agreed. My question is, do the council have to be informed that we are registering a 99%-1% split, or does the purchase go through as if we are buying jointly. Also, is a trust deed legally binding; she cant come back in 3 years and say she wants half. Thanks
