have you tried a mini blending whisk?
bob! Your another diamond on here! How are you ?? xxx

you gotta make a paste bob...THEN pour in the milk, slowly, gently, stirring all the way
First you blend the powder with a little milk or water into a smooth paste. Then add some hot water (or milk) and whisk it then slowly add the rest of the water (or milk). You get a nicely mixed creamy drink with lots of froth on the top. Hot chocolate is also lovely if made like this.
My god, I'm a horlicks anorak!!!
