Why should the village have its name changed, just to suit the 'odd' one or two vandals?
Why not install a hidden CCTV camera? That way, if the little gits aren't wearing a hoodie & are caught, hit them where it hurts most with a hefty fine & make them clean it up!

Yeah, why don't the locals just install a CCTV camera? Or put it out of reach?
Or alternatively just lighten up a bit?
As for appeasement, the name isn't being changed to suit the vandals. It's being changed because the other residents are kicking up a fuss. If you change the name, you've got exactly the reaction that the vandals were hoping for. It's the classic playground mentality.

I don't know what all the fuss is about. Sure - there are some people who will think it amusing to to deface a street sign, but that's all it is...a street sign. No-one would actually think, "Blimey, fancy naming a village that".
There's a street in Manchester famous for gay bars. It's called 'Canal Street'. It is regularly defaced to become 'anal Street'.
I think the locals should accept that there are some 'comedians' who aren't as funny as they think they are.
