Is it legal for a taxi driver to sell his Hackney Carriage Plate?

it depends on where it is registered,a london hacney carriage driver cannot sell his plate as it does not belong to him,but in some councils outside of london,it is allowed, the plates can be sold on.
Fees have to be paid to the relvant council to transfer a plate to another driver and/or vehicle.

A Hackney Plate cannot be sold without the licensed vehicle it is on. A vehicle cannot be separated from the plate as, without the vehicle, the plate does not signify anything. See the case of Challenor v. Evans (1986)
