How did the Cattle Feed and Rendering Industries manage to shirk all responsibility for compensating farmers and leave the taxpayer to foot the whole bill, anyone know?

Why should anyone foot the bill? If the motor industry produced a car that killed people when they sat in it because of chemicals in the seat fabric the company concerned would go out of business (quite rightly) without any compensation.
