Care Standards and Shift Swapping

My girlfriend currently works in a private sector care home and when she is required to swap shifts for reasons outside of work, she is told she can't due to the care standards act.
I've had a little breeze through this act and couldn't find any substantial information that would prove this. My common sense is also telling me that as long as a carer is present then there would be no breach of the standards act.
Obviously if the "swapped" member of staff does not show then the previous member would be required to return to cover the shift. Is this just a case of the manager not wanting to alter timesheets and using the grossly complex act as a barrier or is this statement actually within the Care Standards Act ?

For more on marking an answer as the "Best Answer", please visit our FAQ.I work in the care sector and we all swop shifts for what ever reason at times,we dont always have a senior on our shifts very often and some of us are not equal status,but we do swop as long as it doesnt involve any paperwork that seniors and others do, cant see there being a problem cos our seniors have to do the same duties as us,they have shifts that are just for admin purposes so are not included in the team!cant see what they are getting at just being pinicky as usual!
